In August 2023, the new EU Battery Regulation came into force, regulating the entire lifecycle of batteries. This regulation is vital for the sustainability of the battery industry and supports the EU's goal of achieving climate neutrality by 2050. It emphasizes environmentally friendly batteries, from material sourcing to recycling, fostering an independent and green energy future in Europe.
However, the regulation presents challenges for manufacturers, particularly as some requirements need verification by a notified body. DEKRA is here to guide you in navigating and implementing these new regulations efficiently. Those who prepare early will benefit from a smooth and cost-effective transition. Trust DEKRA as your professional and reliable partner—together, we can shape a sustainable future.
The regulation focusses on five topic fields:
Sustainability and Safety:
The regulation sets limits for CO₂ emissions and hazardous substances such as mercury, cadmium, and lead. It also includes requirements for the minimum share of recycled materials.
Supply Chain Management:
Companies must adhere to due diligence requirements throughout the entire supply chain, including monitoring material sourcing and supplier evidence.
Labeling and Information:
Starting in 2027, a digital battery passport will be required for certain batteries to ensure transparency about their origin and lifecycle. All batteries must have labels with information on capacity, durability, and chemical composition, and display the 'CE' mark for EU conformity.
Second Life of Batteries:
There are specific regulations for the reuse and repair of batteries, affecting particularly repair shops and second-life operators.
Recycling and End-of-Life Management:
Batteries must be recycled to high standards to meet environmental requirements.
DEKRA as Your Partner for a Green Future With New Batteries
To support companies in navigating the complex regulatory challenges of the EU Battery Regulation and to provide verification and assessment services for all mandatory requirements, DEKRA plans to become a notified body in the battery sector once the notification authorities have established their processes and requirements.
Our mandatory testing and verification will include:
The Countdown Is On
The new EU Battery Regulation is now in force and several steps will be necessary to implement the requirements for verification. Starting in 2025, the implementation phase for the new regulations will commence, posing significant requirements for the affected battery manufacturers.
From 2025
Third-party verification required.
From 2027
Introduction of a unique battery passport.
By 2028
Implementation of a carbon footprint threshold and reporting on critical mineral sourcing.
By 2030
Lithium-based batteries must achieve a 70% minimum recycling efficiency.
By 2030
Minimum recycled content targets for lead, cobalt, lithium and nickel.
